How it works

U.S. Consulate General Ho Chi Minh is selling surplus movable property (SMP) via an online auction. Each auction will be activated for a limited time, clearly stating the start and end date. This information is available on the website https://online-auction.state.gov/en-US/Home . During this period, you can actively take part and submit your bid for the surplus property. By participating in the auction, you acknowledge that you have agreed to purchase items “as is” on a nonreturnable basis, without any guarantee or warranty.

Maximum number of bids on one item is stated for each item. Increasing your bids is possible only in the local currency name. During the auction you should monitor your bids so you can react on all bids price development. 

Email for winners will consist of a link to the auction application where you can review your items, after successful login. 

Terms, and Conditions of Sale

  1. By participating in the auction, you acknowledge that you have agreed to purchase items “as is – nonreturnable basis”, without any REFUND, GUARANTEE or WARRANTY.
  2. Vietnamese Government duty or taxes, if any, transaction fees from credit cards or banking transfer and transportation fee are the sole responsibility of the purchaser.
  3. Winners who refuse to pay for items will not be allowed to participate in any future auctions.
  4. Purchase agreement will be issued after the payment is confirmed by US Consulate General via email.
  5. ALL sales are final, and the return of items is not allowed.
  6. The U.S. Government reserves the right to reject any bid that is considered not to be commensurate with the value of the property.
  7. In the event of a dispute as to the amount of the bid, the item, or item number, the U.S. Government reserves the right to re-offer the property.
  8. If there is any inconsistency regarding these rules, the English version will prevail.
  9. For vehicle: The bidder will process/pay the applicable duties & taxes before the vehicle will be released to the winning bidder.

How to pay for your items

Payment for items is possible only by bank money transfer to the Consulate bank account within 4hours after Auction closing time

  1. In the event you have bid on and won more than one item, please pay the total amount due for all items in one payment.
  2. Bank transaction note:
  • Message for recipient: fill in your “Auction Identification Number" which can be found at "Winner's info" auction website section. 
  • Amount: fill in the total amount in the local currency of your bid(s).
  1. Capture the picture of original bank slip or successful Internet banking money transfer screen and send it to Email: HCMC-GSO-Auction@state.gov
  2. After receiving payment confirmation from the Consulate bank account, the Consulate will provide the Purchase agreement via email.
Note: It could take more than one day to transfer money from your bank to the U.S. Consulate bank. Failure to perform payment obligation is considered as a goods abandonment case.

How to pick-up your items

Items can be retrieved only when successful payment has been received and confirmed by the U.S. Consulate via email.

After payment is confirmed, the Consulate Auction Board will send Purchase agreement and a pick-up schedule via email. Bidders need to provide required information for security process.

In order to retrieve your items, you must present ID and Purchase agreement sent to your email from US Consulate General HCMC Auction Board  HCMC-GSO-Auction@state.gov.  

Any paid items that are not picked up during the scheduled time frame will be disposed of, and there will be no possibility for their retrieval. In special cases or circumstances, you may arrange a different pick-up date and time by contacting the auction manager at HCMC-GSO-Auction@state.gov.

After successful confirmation of payment for your items, our staff will move your items out to the front of the storage building. From that time on, you are the owner of your merchandise. You will have the full responsibility for subsequent handling procedures and removal from Consulate property in a timely manner. If items are not removed in a timely manner, they may be considered abandoned and will be disposed of.

Note: Please note that the Consulate will only issue the property to the winning bidder, not to third-party buyers.You can only access the compound during the window of time specified in the email that was provided to you. You won't be allowed to enter the compound if you're late.
