How it works

The U.S. Embassy Jakarta is selling surplus movable property (SMP) As-Is via a Web Based Electronic Auction. Each auction will be activated for a period of time clearly stating the start and end date. This information is available on the information panel of the web application.  During this period, you can actively take part and submit your bid for the surplus property.

Maximum number of bids on one item is stated at each item. Increasing your bids is possible only in the currency name. During the auction you should monitor your bids so that you can react to price changes and the bids of others.

How to pay for your items

Payment:

1.    U.S. Embassy winning bidders must pay to the embassy Bank account through EFT, within ten business days following the eAuction closing time.  They should provide the cashier their eAuction winning bid notification email, which should include: auction ID number, LOT number, and LOT name:, and the government issue ID card (KTP, SIM, driver's License, passport) used to register on eAuction.

2.    Non-U.S. Embassy winning bidders must settle payment on either the following Tuesday or Wednesday after the auction.  Winning Bidders must do the following:

a.    Email JakartaGSODisposalTeam@State.gov at least one full business day prior to their desired cashier payment date, using their registered email address from the eAuction website.  This will give the Embassy Regional Security office time to approve the access request. 

b.    Winning bidders will provide Jakarta Excess Property: Payment using EFT , The Bank account number will be informed to the auction winner once the auction closed through email,  their eAuction winning bid notification email; and, the government issued ID card (KTP, SIMN, driver's License, passport) used to register on eAuction.

3.    Payment at the cashier window will be collect according to 4 FAH-3 H-327.2 Processing Proceeds of Sales. 

4.    The cashier will give winning bidders Form OF-158, General Receipt, for the collected amount for the specific lot(s) purchased.

5.    Payment Notes:


a.  DUTY FREE vehicles are vehicles that the Government of Indonesia has not received the taxes owed. They are categorized into two groups: locally purchased and imported duty-free vehicles.

      1.  Locally purchased duty-free vehicles are locally assembled vehicles exempt from luxury and valued-added taxes.  The GSO/Customs and Shipping Section will work with Government of Indonesia (GOI) institutions to exempt the winner from these taxes.  The process takes an estimated three to five months to complete.

      2.  Imported duty-free vehicles will require payment of import duty by the buyer, which cannot be exempted. The GSO/Customs and Shipping Section will work with GOI institutions to exempt the winner from paying luxury and valued added taxes.  The process takes an estimated five to nine months to complete.

b.  DUTY PAID vehicles are vehicles for which tax payments have already been made to the Government of Indonesia. No additional tax payments will be required for these vehicle purchases from the buyer.

 c.  The GSO/Customs and Shipping Sections (JakartaTRS-Shipping@State.gov) must receive form OF-158 (the payment receipt issued by the embassy cashier at time of payment) and GOI proof of tax payment or exemption before the vehicle will be approved for transfer by GOI from the embassy to the buyer. The embassy may only release the vehicle after all documentation is received from the GOI and the buyer.  Please contact GSO/Customs and Shipping Section for further information.

d.  The winning bidder must pay for completed LOTs; no partial LOT payments.

e.  For U.S. Embassy employees, failure to comply with restrictions set in 14 FAM 417.2-3m-n could result in disciplinary action.

How to pick-up your items

Please pick up your winning LOT(s) from the location listed in the auction announcement only after all payments have been made:

Winning bidder:

Email JakartaGSODisposalTeam@State.gov, using your registered email address from the U.S. Embassy Online Auction website, three days prior to your desired pick up date with the following information:
     a. Your desired pick up appointment date and time.
     b. Proof of winning bid from the U.S. Embassy Online Auction website, which should include: your auction ID number, lot number, and lot name.
     c. Government issued ID card (KTP, SIM, driver’s License, passport) used to register on U.S. Embassy Online Auction website: 
         1. The person on the ID must be the winning bidder who must pay the cashier.
         2. The name on the ID must be the same name used to register on the U.S. Embassy Online Auction website.
