How it works

The U.S. Embassy is selling surplus movable property (SMP) via a Web Based Electronic Auction. Each auction will be activated for a period clearly stating the start and end date. This information is available on the information panel of the web application. Usually, it will be active from Monday to Friday lasting two weeks. During this period, you can actively take part and submit your bid for the surplus property. Winning bidders will receive an email notification from the Online Auction Website. Email for winners will consist of a link to the auction application where you can review your items, after successful login.

All property is sold on an AS-IS, WHERE-IS basis. No refunds, repairs, or refurbishing of any kind will be done by the United States Government. The U.S. Government makes no guarantee or warranty other than that the property was owned by the U.S. Government. The U.S. Government reserves the unconditional right to refuse or reject any bid. The bidders shoulder all responsibilities of all processes including all fees.

The online auction is only open to persons residing in Guyana. All sale prices are in Guyana dollars.

Lots inclusive for sale are residential and office furniture, appliances, air conditioners, computers, vehicles, and other assorted items. You can view the website for updates on the next auction.

1. Each bidder will only be allowed to bid on five lots per person. The maximum number of bids on one item is stated on each. Increasing your bids is possible only in the local currency. During the auction you should monitor your bids so you can react on any new bids. You must register before the starting period to take part in the Online auction.

2. How to register:

a. Link to access online auction: https://Online-Auction.state.Gov/EN-US

b. Click register and fill in the information

c. Verify your email for confirmation, login and click on Georgetown

d. Click subscribe to place bids

3. Viewing of items in the online auction will take place on Thursday 24th April 2025 between 9:00 am - 3:30 pm at the US Embassy warehouse TRACK A BLOCK 2 FELICITY LE RESSOUVENIR.

4. Bidding will take place from the 25th April 2025 to 28th April 2025. The winning bidder must pay on or before the 16th May 2025 once email notification is received. (See Payment section for details).

5. All purchasers must provide their own transportation and laborer(s) for pickup of the items purchased. The U.S. Government will not deliver or move any purchased items onto or into the purchaser's transport. Any items not picked up on or before 04:00PM on Friday 30th  May 2025, will be disposed of and no refunds will be granted and will remain the property of the U.S. Government. (See Pickup section for details).

How to pay for your items

If you have bid and won kindly follow below steps as shown. If you have won more than one item, you can pay the total amount due of all items in one payment. Partial payments will not be accepted. It will not be possible to pick up your items if your payment is not indicated on the U.S. Embassy bank account. Payment must be made on or before the 16th May 2025.

Once your bid is successful payments are required to be made online to https://www.pay.gov/public/form/start/35651190. This is an online application for making secure electronic payments to a US Federal government agency or GBIT only if payments exceed $5,000,000 GYD.

Bank deposit forms and information will be provided to the winning bidders exceeding $5,000,000 GYD. GBTI will accept only cash or a manager's check from bidders who bank with another institution. If you have an account with GBTI, a transfer between accounts can be administered as well. You can make your payments at the following GBTI locations: GBTI 138 Regent Street, Georgetown GBTI 47-48 Water Street, Georgetown GBTI Diamond Public Road, E.B.D.

The following steps must be followed when completing a payment via pay.gov:

1. After clicking on the link provided, you will be taken to the Overseas Cashier Payment page. Click on continue to the form.

2. Complete the Payer Information and Payment Information sections of the form and click continue when completed. Some key points:

a. The auction number and code GEO0004-XXXXXX received via email must be entered in the Bill of Collection Number field.

b. Select “Georgetown-US Embassy (GYD)” for the payment owed to field

c. Select Auction/Proceeds of sale for the Reason for Payment field

d. US Embassy Exchange rate is( 215) please use when doing transaction.

3. Check the Debit/Credit card box and click next.

4. Complete the payment information form and then click review and submit payment

5. You will receive a confirmation email, please forward email confirmation details to Brian Peters at PetersBM@State.gov.

Note:

Applicable local taxes and customs duties are payable by the purchaser before the property can be released, particularly for the purchase of vehicles.

Receipt of payment is considered complete when money reaches the U.S. Embassy bank account (approximately 5-10 business days for processing). This is to allow time to verify the payment(s) before the items are ready for pick-up.

How to pick-up your items

After successful confirmation of payment, you will be contacted to confirm pick up date and time to retrieve your item(s).

From that time on, you are the owner of your merchandise. You will have the full responsibility for subsequent handling procedures and removal from Embassy property in a timely manner.

Paid items not picked-up within five (5) business days may be considered abandoned and will be disposed of properly without refund with no possibility for their retrieval. Otherwise in special cases or circumstances, you may arrange a different pick-up date and time by contacting the auction manager or coordinate with GSO section for arrangements.
