How it works

U.S. Embassy Phnom Penh is selling surplus movable property (SMP) via a Web Based Electronic Auction. Each auction will be activated for a period of time clearly stating the start and end date. This information is available on the information panel of the web application. During this period you can actively take part and submit your bid for the surplus property. 

Maximum number of bids on one item is stated at each item. Increasing your bids is possible only in USD. During the auction you should monitor your bids so you can react on all bids price development. 

Email for winners will contain a link to the auction application where you can review your items, after successful login.

How to pay for your items

Payment to U.S. Embassy

Payment for your items is possible only by bank money transfer to the Embassy bank account:

  1. In the item "Message for recipient" fill in word "Auction" and "lot numbers you're paying for".
  2. In the item "Variable symbol" fill in your Unique Identification Number (UID) which can be found at "Winners info" auction website section.
  3. In the item "Amount" fill in the total amount in the currency of your bid(s).

In the case you have bid and won more than one item you can pay the total amount due of all items in one payment but all lot items must be identified as described in item 1 above. Items can be retrieved only when successful payment has been received. Receipt of payment is considered complete when money reaches the U.S. Embassy bank account.

Note: It could take more than one day to transfer money from your bank to the U.S. Embassy bank. It will not be possible to pick up your items if your payment is not indicated on the U.S. Embassy bank account.

Tax payment to Phnom Penh Customs and Excise

Please pay/transfer the tax amount 26.50% (except for the vehicle and motorcycle) to the Phnom Penh Customs and Excise Branch via ABA BANK. Please provide the Embassy with your transferred Transaction.  

For vehicles, tax payment must be made at the Department of Customs and Excise HQ. Please note that electronic transfer is not allowed.

Remark: Tax payment for the U.S. Embassy Auction, Lot#(your winning lot number)

Payment: Successful bidders will have to make a full payment and non-refundable within 48 hours of the notification (2 working days), to the U.S. Embassy’s bank account. The details on how to pay will be instructed to the winning bidder. Any NGOs, international organizations, or RGC ministries can consult the RGC customs officers for tax-exempt procedures.

All duties and taxes are the responsibilities of the bidders. The import tax rate is determined by the Cambodian Customs and Excise authority. The import tax calculation is by multiplying the winning bid amount with the defined tax rate of each items. The applied tax rate for general items except vehicles is 26.5%.

All arrangements and costs to remove the purchased items are the responsibility of the buyer.

In the event the purchaser fails to remove the purchased items from the sale site by 17:00 p.m. on 31 December, 2024 the U.S. Embassy Phnom Penh considers the winning bidders abandon the lot, and thus the bidders forfeit the right to the purchased items and all payments made.

How to pick-up your items

Tax payment to Phnom Penh Customs and Excise Branch must be paid prior to receipt of goods. 

To remove the purchased items from the sale site, the bidder must present a bank slip showing payment in full to U.S. Embassy's bank account, a copy of the customs tax payment or a copy of a tax-exempt document (for entities claiming tax-exempt eligibility), and the national identification card (ID card).

U.S. Embassy employees involved in logistical operations of the auction are prohibited from bidding on any items.
