How it works

The U.S. Embassy in Baghdad is holding an online sale of property from August 15 – August 22, 2023, via the Department of State’s web-based electronic auction platform. This electronic platform hosts auctions at U.S. Embassies around the world, however, bidders should only bid on auctions in locations where they or their appointed representative have physical access.  U.S. Embassies routinely hold auctions to dispose of used or excess property that is no longer needed by the U.S. Government.  Embassy auctions are open to the general public, Embassy staff, and their family members except for individuals (and family members of those individuals) who initiate, authorize, or directly control the sale of U.S. Government property, or anyone acting on their behalf.

Registration

Step 1 (Create an account): All interested bidders must first register at https://online-auction.state.gov/en-US/Account/Register on the U.S. Embassy Online Auction platform.  Users who want to access the online auction for U.S. Embassy Baghdad must select Baghdad each time they visit the site.  Please ensure that the information provided is valid and accurate.

Step 2 (Fill out the Visitor Access Form): Once registered on the U.S. Embassy Online Auction platform, all interested bidders must also fill out this form: https://forms.gle/baiHQAqdaVFu1nyZA.  This information will be utilized to request access to pay the $500 USD refundable registration fee at the U.S. Embassy. Front and back copies of your identification must also be submitted to BaghdadAuctions@state.gov.  Please ensure that the information is valid and accurate.  The deadline to submit this information is Wednesday, August 9, 2023.  You will receive an email with the confirmed appointment time and further instructions on how to pay the $500 USD registration fee.

Step 3 (Pay the Registration Fee): Once you receive confirmation of your appointment time from BaghdadAuctions@state.gov, interested bidders must pay the $500 USD refundable registration fee by Thursday, August 10.  Individuals who do not pay the registration fee will not be able to participate in the auction once it opens on August 15.

There are five (5) separate 40-ft. container lots of dining chairs or dining tables.  All lots and the inventory can be viewed through Baghdad Online Auction. On the auction site, there is a detailed description of contents, the current condition of each item, and photos (actual and catalog).  U.S. Embassy Baghdad provides NO WARRANTY on the purchased items.  Interested bidders must bid on the entire lot(s).  The lot(s) are sold on an “As is/Where is” basis.  All sales are final. Purchased items cannot be returned nor payments refunded.  This auction will be conducted exclusivelyonline; site visits are not allowed before the auction.

Bidding will open Tuesday, August 15, 2023, 0800 AST, and will close on Tuesday, August 22, 2023, 1700 AST.  During this period, the auction is live and active 24-hours per day, every day.  At any time while the auction is active, you may submit your bid for the lots.  Each lot will have minimum and maximum amounts for bids. During the auction, you should monitor the progress of your bid(s) and raise as appropriate to win the lot(s).  Please pay close attention to the closing date and time of the auction.  At the close of bidding, winners will receive an email with a link to the auction website where they can log in to review lots for which they were the highest bidder.

 Terms, and Conditions of Sale

 All items are sold “As is/Where is.”  The U.S. Government provides no guarantee, warranty, or representation as to the quality or condition of the items, or their fitness for any use/purpose.  Successful bidders are responsible for providing transportation (i.e., a flatbed truck) to move the 40-ft. container(s) and its contents from the sale location.  Purchased items cannot be returned nor payments refunded.  If there are any inconsistencies in the translation regarding these rules, the English version will prevail.


How to pay for your items

The U.S. Embassy Baghdad will notify all successful bidders no later than 1700 AST on August 23, 2023, via email with payment instructions.  All winning bidders have until Monday, August 28, 2023, 1200 ASTto pay for their winning bids at the cashier office of the U.S. Embassy Baghdad.  All payments will be accepted in cash U.S. dollars. There are no exceptions to this deadline.

If the winner with the highest bid fails to submit the payment by 1200 AST on August 28, 2023, the U.S. Embassy reserves the right to award the lot to the next highest bidder or reserve the lot for inclusion in the next auction.  The $500 USD refundable registration fee will be applied to the total balance of the successful bidder(s).  In the event of late payment, your payment may be canceled or retained at the Embassy’s discretion.  Winning lots cannot be picked up until the payment is confirmed and cleared by the Embassy’s Finance Office.  Winners who fail to make the payment by 1200 AST on August 28, 2023, will be blocked from participation in future auctions and will not receive a refund for the registration fee.

Unsuccessful bidder(s) will be able to receive a refund for the $500 USD registration fee on Tuesday, August 29, 2023.  Refunds will take place at ECP-7.  At the close of the auction, you will receive an email from BaghdadAuctions@state.gov with further instructions on collecting a refund.

How to pick-up your items

Upon confirmed receipt of payment, the embassy will provide further guidance on the date and time for pick-up.  The container(s) will be retrieved from the Baghdad Diplomatic Support Center (BDSC).  In coordination with the embassy, winning bidders will need to provide additional information for PMNOC approvals to retrieve the containers from BDSC to their intended destination.  Winning bidders are responsible for preparing all necessary documentation for security checkpoints and for providing the transportation to pick up the entire lot container(s) and its contents.  Successful bidders will not be allowed to empty the container contents; the entire 40-ft. container(s) and its contents require removal.

Purchased items not picked up during the scheduled time frame will be disposed of.  There will be no possibility for their retrieval.  In special cases or rare circumstances, a different pick-up date and time can be arranged by contacting the U.S. Embassy at BaghdadAuctions@state.gov.  Heavy equipment assistance will be provided to facilitate the loading of container(s) onto trucks.  All drivers are required to stay inside their vehicles during loading.

PLEASE NOTE: The sale is considered final when the items are retrieved, and the receipt is signed by the buyer or their designee.  The Embassy absolves itself of any personal liabilities for any injuries suffered during the pick-up of the winning lots.  All local customs duties and taxes are the responsibility of the buyer and may be assessed by the Government of Iraq.
