How it works

The U.S. Embassies are selling surplus movable property (SMP) via a Web Based Electronic Auction. Each auction will be activated for a period of time clearly stating the start and end date. This information is available on the information panel of the web application. Usually, it will be active from Thursday to Tuesday lasting for four (4) days. During this period, you can actively take part and submit your bid for the surplus property. 


Maximum number of bids on one item is stated at each item. Increasing your bids is possible only in the local currency name. During the auction you should monitor your bids so you can react on all bids price development. Please pay close attention to when the auction is going to end.  The person with the highest bid at the end of the auction is the winner of the lot.

At the end of the auction, if you are a winner, you will receive an email with a link back to the website where you can review the lots you have won, after successful login. 

The winning customer is responsible for inquiring and paying any fees required by the Government for diplomatic vehicles sold. "It's the law".

Terms, and Conditions of Sale

  1. By participating in the auction, you acknowledge that you have agreed to purchase items “as is – nonreturnable basis”, without any REFUND, GUARANTEE or WARRANTY.
  2. Bidders are responsible for any charges, such as taxes or customs duties, which may be assessed by Philippine Government before the property can be removed.
  3. Winners who refuse to pay for items within three (3) working days will not be allowed to participate in any future auctions.
  4. Receipt will be issued after the payment is confirmed by Embassy Cashier.
  5. Notice that all arrangements and cost necessary to effect removal of the property are the responsibility of the successful bidders.
  6. ALL sales are final and the return of items is not allowed.
  7. The U.S. Government reserves the right to reject any bid that is considered not to be commensurate with the value of the property
  8. In the event of a dispute as to the amount of the bid, the item, or item number, the U.S. Government reserves the right to re-offer the property.
  9. If there is any inconsistency regarding these rules, the English version will prevail.
  10. For vehicle: Releasing of vehicle to the winning bidders after bid payment, bidder will process/pay the applicable duties & taxes and presentation of the following BOC documents: BC Form No. 38-A Official Receipt, BC Form No. 162 Certificate of Payment, BC Form No. 177 Informal Import Declaration and Entry before releasing of vehicle to the winning bidder.

 Note: Failure to comply with rules and delays will result in the inactivation of your account.

How to pay for your items

You must ensure that you transfer the full (exact) amount of the winning bid to the bank account listed below within three (3) days. Please include the auction number and the lot number you are paying for in the remark section of the EFT transaction. Additionally, kindly email us a copy of the banking transaction for verification purposes to ManilaOnlineAuction@state.gov. Please use the following format in your subject line: : Auction reference FOR Lot Nos. xx, yy.  Example: MNL0011-166234 FOR Lot Nos. 0003, 0004.

Failure of payment to below account within three days will automatically cancel your bid and will be then taken up with second highest bidder. The second highest bidder will be then notified via email and will be proceeded with the sale. The highest bidder will have no rights if he does not make the payment within three days after the closure date and time specified for the auction.

*** Payment can only be made through an EFT transaction.

Note: It may take more than a day to transfer money from your bank to the US Embassy bank. It will not be possible to collect your items if your payment is not indicated in the bank account of the United States Embassy.

How to pick-up your items

The pick-up date and time will be confirmed by email. There is a set schedule for the embassy compound. Kindly arrive on time. Although we appreciate that some bidders arrive early, we urge everyone to arrive at the precise time that will be sent through email because traffic congestion sometimes occur in front of the compound.

Please note that the Embassy does not provide labor for the pickup of lots. Each winner will have to organize their own workforce for the pickup of their lots. However, the Embassy may assist the winner in lifting extremely heavy items that would require the use of the forklift. Reminder: Anyone coming to the Embassy for collection of lots should bring a valid ID card to gain access.

For all pick-ups, the U.S. Embassy requires all visitors to wear a face covering and practice social distancing to prevent the spread of COVID-19.

Any paid items that are not picked up during the scheduled time frame will be disposed of, and there will be no possibility for their retrieval.

In special cases or circumstances, you may arrange a different pick-up date and time by contacting the auction manager.

After successful confirmation of payment for your items, our staff will move your items out to the front of the storage building. From that time on, you are the owner of your merchandise.

You will have the full responsibility for subsequent handling procedures and removal from Embassy property in a timely manner. If items are not removed in a timely manner they may be considered abandoned and disposed of.

For vehicle: Releasing of vehicle to the winning bidders after bid payment, bidder will process/pay the applicable duties & taxes and presentation of the following BOC documents: BC Form No. 38-A Official Receipt, BC Form No. 162 Certificate of Payment, BC Form No. 177 Informal Import Declaration and Entry before releasing of vehicle to the winning bidder.

Remember that you can only access the compound during the window of time specified in the email that was provided to you. You won't be allowed to enter the compound if you're late.
