How It Works
1. Auction Activation:
The U.S. Consulate conducts the sale of surplus movable property (SMP) through a web-based electronic auction. Each auction is activated for a designated period, with the start and end dates prominently displayed on the information panel of the web application. Generally, auctions commence on a Monday, run for two weeks, and conclude on the subsequent Friday.
2. Participation:
During the active period, you can participate and submit your bids for the surplus property.
The maximum number of bids allowed on one item is specified for each item.
Bids can only be increased in the local currency.
3. Monitoring Bids:
It is important to monitor your bids throughout the auction to respond to any changes in bid prices.
4. Notification for Winners:
Winners will receive an email containing a link to the auction application.
After successfully logging in, winners can review their items.
Payment
1. Payment Method:
Payment for items can be made through bank money transfer to the Consulate's bank account or by cash payment via the Consulate Cashier. Please note that appointments must be scheduled in advance for cash payments.
Consulate will not accept Alipay or WeChat payments. Payments can also be made via Credit Card on pay.gov.
2. Payment Details:
Message for Recipient: Fill in the word "Auction" and the lot numbers you are paying for.
Variable Symbol: Fill in your Unique Identification Number (UID), which can be found in the "Winners info" section of the auction website.
Amount: Fill in the total amount in the local currency of your bid(s).
3. Multiple Items:
If you have bid on and won more than one item, you can pay the total amount due for all items in one payment.
Ensure all lot items are identified as described in item 2 above.
4. Payment Confirmation:
Items can be retrieved only when successful payment has been received.
Receipt of payment is considered complete when the money reaches the U.S. Consulate bank account.
Note: It could take more than one day to transfer money from your bank to the U.S. Consulate bank account. It will not be possible to pick up your items if your payment is not indicated on the U.S. Consulate bank account.
Pickup
1. Required Documentation:
To retrieve your items, you must present the original receipt of the bank money transfer with all required details included in the payment paragraph above, or a printed version of the Internet banking money transfer.
2. Pickup Time Frame:
Pickup time is by appointment only and appointments must be set with the auction manager.
Any paid items that are not picked up during the scheduled time frame will be disposed of, and there will be no possibility for their retrieval.
3. Post-Payment Procedure:
After successful confirmation of payment for your items, our staff will move your items to a designated area in front of the Consulate.
From that time on, you are the owner of your merchandise.
You will have full responsibility for subsequent handling procedures and removal from Embassy property in a timely manner.
If items are not removed in a timely manner, they may be considered abandoned and disposed of.
